Singapore’s Home Team Science and Technology Agency and Mistral AI partner to advance AI for public safety

HTX, Singapore’s Home Team Science and Technology Agency, and Mistral AI have signed a Strategic Partnership for Innovation master agreement at MTX 2026 to collaborate on AI for public safety.

Under the agreement, the two sides will work on technology and engineering solutions for Home Team operations, draw on each other’s networks, and strengthen HTX’s technical capabilities through training. In AI specifically, the collaboration covers integrating AI into humanoid and other robotic systems, using advanced temporal modelling to turn raw video streams into actionable intelligence, and strengthening digital defences through agentic AI workflows.

Mistral AI will also provide infrastructure to support high-performance inference and fine-tuning, as well as a developer toolkit for rapid and secure application development.

HTX chief executive Chan Tsan said:

AI is a key enabler for the Home Team that cuts across multiple public safety domains. This is why we launched the HTX AI Movement in June 2024. As AI model development and deployment increasingly underpin Home Team’s operational capabilities, it is critical that we collaborate with partners like Mistral AI to drive innovation, while ensuring scalability and governance.

Mistral AI chief executive and co-founder Arthur Mensch added: ‘We are proud to sign this Strategic Partnership for Innovation with HTX. By unifying our work streams and automating key processes, we can accelerate the development of AI solutions that enhance public safety, from integrating AI into robotic systems to transforming raw video streams into actionable intelligence.’

The agreement builds on a memorandum of understanding signed in November 2025. The two sides have already worked on projects including Phoenix, the Home Team’s family of AI models, and AI safety benchmarks tailored to Singapore and public safety use cases. Phoenix-VL 1.5 Medium, unveiled during MTX 2026, was presented as part of the continuing collaboration.
